About the Opportunity
The City of Penticton is looking for a permanent full-time Electric Utility Operators Supervisor based in Penticton, B.C.
Reporting to the Manager of Energy & Environment, the Electric Utility Operations Supervisor is responsible for the day-to-day supervision, coordination, and safe execution of electrical utility operations, with a primary focus on supervising Meter & Traffic Technicians and Powerline Technicians. This role ensures the reliable operation, maintenance, and renewal of the electrical distribution system, metering systems, streetlighting, traffic signals, and related infrastructure. The position plays a key leadership role in implementing and enforcing safety programs, planning and delivering capital and maintenance programs, ensuring regulatory compliance, and supporting workforce development through inspections, performance reviews, and hiring activities.
Key Responsibilities:
Supervision & Leadership
- Directly supervise and provide technical leadership to Meter & Traffic Technicians and Powerline Technicians, ensuring work is completed safely, efficiently, and in compliance with applicable standards and regulations.
- Implement, maintain, and continuously improve operating safety programs, including safe work procedures, inspections, and corrective actions.
- Conduct regular field inspections, job observations, and tailboards to verify compliance with safety, quality, and operational requirements.
- Complete annual performance reviews, provide coaching, and support employee development and certification requirements.
- Assist with recruitment, hiring, onboarding, and training of Powerline Technicians and other operational staff.
Operations, Maintenance & Compliance
- Plan, coordinate, and oversee electrical distribution system operations, maintenance, and inspection programs, including overhead and underground assets.
- Oversee metering operations, including compliance with Measurement Canada requirements, coordination of meter testing programs, inventory management, and audit processes.
- Ensure compliance with agreements and requirements related to external agencies and service providers, including metering service agreements, radio licensing, and shared infrastructure arrangements.
- Monitor and review system data, audits, and inspection results to identify risks, deficiencies, and improvement opportunities.
Capital Planning & Asset Management
- Participate in the planning, scoping, and delivery of capital projects, including ordering long‑lead materials, coordinating procurement, and supporting project execution.
- Develop and manage preventative maintenance and inspection programs for electrical assets, traffic signals, streetlighting, and related systems.
- Support asset management practices, including documentation, tagging standards, record keeping, and use of asset tracking systems.
Specialized Systems Oversight
- Oversee the operation and maintenance of traffic signals, accessibility systems, UPS systems, and related electrical equipment, ensuring safety, reliability, and regulatory compliance.
- Provide operational input into standards, guidelines, and system improvements related to metering, streetlighting, traffic signals, and accessibility initiatives
Required Knowledge, Abilities & Skills:
- Strong knowledge of electrical distribution systems, including overhead and underground infrastructure and metering.
- Knowledge of streetlighting and traffic signal systems.
- Thorough understanding of utility safety programs, safe work practices, and regulatory compliance requirements.
- Ability to plan, prioritize, and coordinate maintenance, inspection, and capital work programs.
- Proven leadership, supervisory, and coaching skills with the ability to motivate and manage technical staff.
- Ability to conduct inspections, investigations, and audits, and to implement corrective actions.
- Strong organizational and administrative skills, including documentation, record keeping, and use of computerized systems.
- Effective communication and interpersonal skills for working with staff, management, contractors, regulators, and external agencies.
- Sound judgment, problem-solving skills, and the ability to respond effectively to operational and emergency situations.
Required Education, Training & Experience:
- High school diploma or equivalent.
- Journeyperson Powerline Technician certification or equivalent electrical trade certification.
- A-FSR designation with Technical Safety BC, or willingness and ability to obtain it.
- Demonstrated experience supervising electrical field crews, preferably in a municipal or utility environment.
- Experience working with high voltage electrical distribution systems is strongly preferred.
- Valid driver’s license and ability to meet the physical requirements of field supervision.
