About the Opportunity

The City of Penticton is looking for a full-time Procurement Specialist, based in Penticton, B.C. 

Reporting to the Procurement and Inventory Services Manager, you will be responsible for managing the end-to-end procurement process, from requirement identification through contract execution. This role plays a critical part in supporting City operations by developing RFX documents, leading negotiations, ensuring compliance with trade agreements and legislation, and providing procurement expertise across departments.

More specifically, your responsibilities include but are not limited to:

  • Managing multiple procurement priorities and projects concurrently
  • Collaborating with internal departments to understand procurement needs and provide expert advice
  • Developing and implementing procurement strategies to achieve best value for the City
  • Preparing and managing RFX documents (RFPs, RFQs, NOIs) and guiding departments in developing specifications and evaluation criteria
  • Facilitating pre-bid meetings and managing bidder inquiries, addenda, and bid irregularities
  • Leading evaluation committees through bid assessments and reviewing exceptions to terms, pricing, and delivery schedules
  • Negotiating terms, conditions, scope of work, and pricing with vendors, and executing contracts and amendments
  • Conducting bidder debriefs and maintaining accurate procurement records
  • Preparing and processing purchase orders in alignment with City policies, trade agreements, and legislation
  • Resolving procurement-related issues and discrepancies with vendors and internal stakeholders
  • Assisting with warehouse and inventory activities, including counts, when required

About You

To qualify, you will need a Bachelor’s degree in Supply Chain Management, Business, or a related field and strong experience preparing and managing RFX documents (RFPs, RFQs, NOIs). A minimum of 3 years of procurement or purchasing experience will also be essential. A Class 5 driver's license is required.

Additionally, the following skills and background will be highly valued:

  • Supply Chain Management Professional (SCMP) or equivalent certification
  • Prior public sector procurement experience and knowledge of legislation and trade agreements
  • Proficiency with Unit 4 ERP, Microsoft 365, and Bonfire Procurement Portal
  • Strong technical writing skills for scopes of work, specifications, and evaluation criteria
  • Familiarity with contract negotiation, amendments, and vendor management
